I think another tab on admin/help would be better than link in the Nav below it. No need to introduce deeper nesting than necessary. Requires a small change to hook_menu().

I like the idea. I just tried doing just this and had a hell of a time trying to get a tab to appear on admin/help. Any pointers? Would you be willing to submit a patch?
