We need a procedure for what to do with translation groups which have been abandoned by the admins. There’s this procedure for abandoned projects: http://drupal.org/node/251466 but it doesn’t quite fit because a translation can have several people from the community willing to become new admin even if it’s abandoned by the current admins.
Here’s a start, please comment:
- If you’re member of a translation team where suggestions aren’t approved, write a post to the translation group’s board and volunteer to help approve suggestions.
- If the admins don’t respond, write a post and volunteer to help as an admin. Send an email to the admins, pointing to that post. Wait two weeks.
- If there’s no reply after two weeks, write an issue at http://drupal.org/project/issues/localizedrupalorg
- ...and then, what? Should the localize.drupal.org team managers then give admin permission to whoever opens the issue, or ask for the translation community to vote for a new admin?

gábor hojtsyIt sounds like a good procedure. In step 4 what I did before is I asked others from the team to "testify" on behalf of the person requesting, as in supporting comments from others. As well as a link to the open request/discussion where the existing admin was attempted to be tracked down. Those two combined should be enough proof and should need little effort to produce by the person requesting.

johnnocThe whole procedure sounds good to me. Just wondering if Step 4 in #1 should be the content of the initial issue posted by the requester in Step 3.
"Step 3. If there’s no reply after two weeks, write an issue at http://drupal.org/project/issues/localizedrupalorg with a link to the open request/discussion posted in your translation group. "
If there's enough proof as Gábor mentioned above , then l.d.o admins can change the managers for the team. Asking the present l.d.o. team managers to make the changes might take some time. Since the project is abandoned by the manager, it's a possibility that they have not answered at all.
Should we document this in d.o Docs?

zirvap commentedSounds good. I've made a handbook page with this procedure at http://drupal.org/node/1874852. I've also posted #1874860: Add link to new procedure for abandonded translation groups from "Dealing with unsupported (abandoned) projects" in the webmaster queue.
