Currently there is no access control option to enable admins to edit the blogrolls, only individual users can edit their own blogrolls. This could become a problem if a user were to enter an invalid or malicious url.
As discussed on #drupal-support, we could either use the exisiting "Administer Users" or we should add an "Administer Blogrolls" permission that could be granted to admin user roles and have the ability to edit the blogrolls of a user.
