Fix the draggable tables and other UI issues with the sorting table in the facet display form

The facet display form is missing the ability to drag and drop, and due to the differences between the 6.x and 7.x Drupal API's the UI looks a lot different than it should. Specifically, descriptions and labels are displayed when they shouldn't be.
