The role of the function form_state_values_clean is to remove button values, form's internal values and such. It does a great job but it does not remove the VERTICAL_TAB_GROUP__active_tab value when vertical tabs are used within the form.
This can cause problems when saving the submitted values directly and not by each key separately.
