Not sure if this is a bug or not but when I set up blocks using the abac theme the block title still displays even when I set it to . If I switch to the garland theme the block disappears and then reappears when I switch back to abac.

I have found a solution to this issue. The block that was having the issue was the first block I had listed on the left. with weight of -10. Once I changed the weight to -9 the issue was resolved.
