Category should not show in list if no public fields are available

If I create a category such as Advertising for the google-adsense key and other api keys for other advertising modules and have them all set to hidden to profile so only modules can use them that category heading still shows up for the users.

I think it should only show up if there is information in there that is visible by them, just to clean up the UI a bit.
