Release notes

Primarily bug fixes, including the following:

- #1724012: Parse error: syntax error, unexpected T_FUNCTION in PHP 5.2 (Note that this has increased Spark's minimum PHP version to PHP 5.3.3; the same as Drupal 8's.)
- #1721878: "Change Layout" button in Panels IPE is busted
- #1723048: Initial front page layout for anon users lacks a login block
- #1720866: JSON2 - json2 library was not found
- #1721882: Ember Alpha1 using non-GPL-compatible font

Also added this feature:
- #1715874: Add a default responsive layout out of the box on the front page

This should make it easier to play around with the responsive layout builder and see the results on the front-end!
