There doesn't seem to be any reason why this couldn't happen. I think technically this would be pretty easy, but I'd need to try it out and see what actually happens and whether there are any tangible benefits to this.

This is not a good idea as theme('image') can reference a URL, not just a file path - a false positive could be really bad and false negatives for absolute URLs pointing to internal images really degrade the usefulness of icd. Really only want to be attempting replacements if we can reasonably expect the right behaviour for every image.
