I have the form setup to not send confirmation emails to users that submit the form. We only want them to see a thank you page. The form is setup to send details of the submission results to a specific email address. See http://cl.ly/0E0w322Q1M0R0I2m0M3B for the config.
When logged in as an administrator and I submit the form, a notification email goes out to the designated email address (although it does not actually contain a summary of the submission results like it should - that is a separate issue though, and I'll open another ticket for that one).
The problem here is that when the form is submitted by an anonymous user, the notification no longer gets sent at all. Permissions are configured like so http://cl.ly/3n3B3a3N3G0y1u2f1O28.
