I have gone to /admin/settings/admin

Added Administrative blocks, Other blocks
I added:
Group members and admins
Group menu
Group search

I have saved the configuration, I have cleared all caches.
They do not appear in the administration sidebar.

What more do I need to do to make them appear?

Ok, sorted.
They only appear in the list when I am actually on a group page.
