This is a clean panopoly-only install. The only thing I've enabled are contextual links. I am logged in as user 1

Open the Admin menu.
Navigate to Administration > Configuration > People > Account settings.
Scroll down to the ‘Panelizer’ box, and enable Panelizer.
Everything under the 'Panelizer' tab is checked.
I have 'provide default panel' and 'allow panel choice' checked.
I go to /user
Under the 'Content' I added something to the single box (my "This user" user profile) and save
Change to the layout tab
Drop down to 'Panopoly'.
Change the layout and save.
It goes back to the 'Content' page with a 'The layout has been changed.' message, but without asking where you want your current content and fails to actually change the layout - however, if you look at the layout page? The 'new' layout is still selected.

I tried it with a non panopoly layout with the same result.

also, the 'change this layout' and 'customize this page' options do not appear at the bottom of the /user page either.

I have a second install with no demo (demo app not turned on at install and 'install demo content' unchecked). The layout changes normally, but 'customize this page' doesn't still appear at the bottom of /user.

Two responses here:

1.) After updating to the latest version of the Panels/Panelizer modules, I was unable to reproduce your error and was able to panelize a user page!

2.) Since I already had a Panelized user page, I went ahead and put that configuration in Panopoly Users and the next version of Panopoly will come with user profile pages PANELIZED by default.
