To allow both active/block - don't tick anything.
To allow only active - tick active.
To allow only blocked - tick blocked - NOT WORKING. Setting not saved.
If you tick both, the blocked tick is not saved so only active is shown.

I've came across this issue with the latest version 7.x-2.2
Altough this issue is old, it is still a big issue.
The problem i'm having is that my migration can't be completed because i have nodes referencing blocked users.
Also when ticking none of the boxes, the users still can't be referenced

seattlehimay commentedStill a problem in 2.2.
To restate: when setting up a user reference field, in the "User status that can be referenced" field, if you check both "Active" and "Blocked" it will only save "Active."
As a work around, I was able to create a view that showed both active and blocked and selected that under "Views - Users that can be referenced."
