We renamed drupal_initialize_variables() to drupal_environment_initialize() in the D7 cycle at #517542: Rename initialization functions for clarity but left a couple of references to it in docblocks.

The patch looks fine to me. Thanks! I'll get it committed (assuming the test bot agrees this time). There's no way this docs patch should have triggered a test failure (must have been a commit glitch yesterday I guess).
