The UI is a little more than one group already.
Plus, I'm requesting/providing some features right now, and I assume it's planned to grow.

Here is a cleanup to keep moving forward. Groupings are: Basic Setup, User Info and Syncing, Auth and Registration.

Did some additional work on fieldsets. Separated Auth and Registration, renamed to User Provisioning and Drupal Authentication. Expanded the description of "Register users" setting.
