Spam patroller functionality

This issue encapsulates several stories from the Commons MVP

As a spam patroller (user role), and by extension, the community manager role, I would like :

- View content reported as spam by community members and unpublish or delete it as appropriate so that I can help community managers maintain a high signal to noise ratio on the site.
- If Mollom is enabled, the content should also be reported to Mollom.
- My name listed on a site-wide listing of spam patrollers so that I can be recognized for my work as a patroller.

Community manager:
- See which users have posted multiple pieces of content marked as spam and easily disable their accounts so that I can efficiently neutralize sources of spam on my website
- See which users have reported content as spam that was then unpublished or deleted, so that I know whom to grant the "spam patroller" role

- When more than 1 piece of content by a user *has been unpublished as spam* for that user's account to be disabled so that they can easily be prevented from posting spam in the future

Nice to have:

Ideally, this report would also include users whose accounts have been marked as spam/inappropriate, and the ability to block those accounts and automatically unpublish all content by the user.

Flag abuse probably provides a good base for this functionality, though we'll need to fix #1194566: Remove "Reset" functionality.
