IMCE is managed by the IMCE Wysiwyg bridge plugin, moving the issue there.
Are you sure the dialog isn't blocked by a popup blocker?
Do you see any errors in the browser's JavaScript console when clicking the button? Ctr+Shift+J should launch the debug tools in Chrome.

I did some exploration: Same problem is in CKeditor module. So it is not only Wysiwyg problem. And not ad or popup blocker problem. May be, Google changed something in Chrome and this is problem, because in previous version of Chrome, there wasnt problem. In blank window is only text javascript:void and window is not displayable.

oh, sorry, CKeditor is using CKfinder, not IMCE. But after setting CKeditor to use IMCE, it doesnt work too,

In Chrome Canary (new beta of Chrome) it works again. We will see, if it will be solved in new version of Chrome.

I have respond from Google forum - When I tried open IMCE, in taskbar is icon of its window (it is collapsed under CHrome icon). But it is impossible to open it. Hint is: click on this icon with right button and select maximize. Then we have IMCE window displayed. It is only workaround, hope it will be solved soon.

Windows 7. Works fine in Firefox 10.0.2, Opera 11, IE 9 (as far back as IE 9 pretending to be IE 7), but not Chrome 18.0.1025.152.

For me it works with Chrome (Version 20.0.1132.47) but the pop-up window is very small when it opens. Have to re-size it every time.

Can confirm I'm still experiencing the issue with latest modules (IMCE/IMCE WYSIWYG bridge, WYSIWYG with CKEditor) and Chrome. Right-click & maximize solve the issue.

I'm using the latest CKEditor library, 3.6.3, and I still have this problem. In latest Chrome for Mac OS X, the IMCE window opens, but it's tiny and I have to resize it. In latest Chrome for Windows 7, the IMCE window doesn't appear at all, but I do see a new window button appear on the task bar.

Do I need to update CKEditor module, too? So far I've only updated the CKEditor JavaScript library.

Removing the PHP in the IMCE profile config fixed this for me. See #1418826: Segmentation fault when using php to return a directory path in the imce profile settings page.

I didn't have any PHP in my IMCE profile config, so that did not help me. Thanks for sharing, but this is still broken for me in Chrome.

It was working again for me without issue, but noticed that it is now doing it again. I wonder if it's again because of a problem in Chrome. I know there has been at least one update since the last time I used IMCE.

Next chrome version hopefully, as described above you will see it flash and show minimized in your toolbar, right click and maximize will do the trick, not a solution but workaround.

I have tried it with Chromium ( http://en.wikipedia.org/wiki/Chromium_(web_browser) ) and it works fine with all versions so it must be something Google is adding to Chrome.
