not sure if this requires changing themes or scripts or both.
for extra credit, do show the 'add new comment' compose form if the current user has a sufficient access (reuse the logic for the 'add new comment' link in the current node).

besides, i would like to see a "add new comment" instead of "0 comments" on index pages ($main == 0) if the user has "post comments" access. 1 click and pageload less ... if she doesnt, i would just leave out "0 comments" - there is no use for it as the follwoing page just shows the same.
