Flag content for update

We will need some way to indicate a lesson or curriculum needs to be updated, and create a workflow for making sure the updates happen. This can be small things like steps in a lesson due to changes in a module, or larger issues like when we moved from CVS to Git, which would mean replacing a whole step in the ladder, as well as updating all subsequent ones that depend on/refer to that.
