I agree that moving it to the top makes more sense.

Moving to 8.x-3.x, because this is unlikely to be change in Drupal 7 at this point.

Easy enough to create a patch for this. I improved some of the descriptive text on this form at the same time.

It's disappointing that no-one from the community has contributed a patch in the seven years this issue has been open ...

The order of the elements is a trivial fix, so I think it can be backported to D7 if anyone expresses an interest by posting a patch. The text changes should not be backported, because that would break existing translations.
