There's no point anymore in checking for taxonomy and comment module, since the module can't even be enabled if those aren't present.

Note: Forum module is currently outputting 100 quintillion errors on ?q=forum, but that's nothing to do with this patch. ;P

These checks are indeed no longer needed. The patch removes only the checks and a now obsolete message.
