I'm not really sure I understand what I am looking at. The description of your problem isn't clear enough. What exactly happened? You have Panels installed, and the form isn't being fully displayed?

exactly, whenever i arrange a field the whole panel "compacts" it self. the panel should look like the new screenshot.

I see. Well, the panel should be help open because the form itself should have a height set on it. It's possible that the height is not being set or is being overwritten.

I will try to set this up on my test site and see if I can replicate the problem.
