A client of mine has provided better transliteration for Inuktitut characters, for use on the site http://www.kativik.qc.ca/
According to them these are standard transliterations used by native speakers on systems which do not support their character set.
I am using these to rewrite url aliases to increase accessibility on systems which lack glyphs for these characters.

For example, the word ᐃᓄᒃᑎᑐᑦ is currently transliterated as "inoktitot", but with these changes it would become "inuktitut" instead. This is the transliteration used by Wikipedia both in English (http://en.wikipedia.org/wiki/Inuktitut) and in Inuktitut (http://iu.wikipedia.org/wiki/%E1%90%83%E1%93%84%E1%92%83%E1%91%8E%E1%91%...).

I am flagging this patch for 6.x-3.x but it is applicable to 7.x-3.x as well with no changes.
