Currently it is not possible to have admins who can edit user accounts and create new users etc. but NOT be able to delete or revert user revisions.
Because user admins need to have the 'administer users' permission and user diff operations are all open to users with that permission.
I think it would be more useful if the 'administer users' permission was not used here.
I know it is kind of logical that the 'administer users' permission allow you to do everything, but then we lose our permission granularity.
Until we have permissions like 'edit any user account' that we can give admins instead of administer users, this will be an issue.
