Migrate old CVS code into separate legacy project

Since the old CVS code was working fine, rather than simply removing the code altogether (which has already been done), I think it would be nice to move off into a separate repository so if people are still using libraries that use CVS (or their own projects, etc), they can still use make by installing the additional project.
