Automated Downloading of the jQuery Library

Drush Make download support to automatically downloading jQuery.

Post-poned for

• #542940: [meta] Support for downloading libraries via Composer
• #1143936: Downloading a single file breaks if the folder doesn't exist

Example

$ drush libraries-download jquery
jquery downloaded from http://code.jquery.com/jquery.min.js.    [ok]
