First, although its useful to be able to set context for an entity type by adding the context field, a lot of people (like me) use views pages, which don't have fields, so for those pages the Context Field cannot be used?

Secondly, I was wondering if the context editor link/block can appear on any page without the context field necessarily inside an entity.

1) You can directly associate a context to a view given that views are present as conditions. This segues into 2) the need for the ability to use Context UI on any page/view/etc that has an associated context, regardless of the context field factor. While there is some Admin-oriented way of using Context UI, it made more sense in D6 and the Configure layout link needs to be added to Context itself. Moving this there.
