Drupal 7 context region title

Drupal 7 version. Crudely ported over ( so it doesn't use template_preprocess_region) or anything like that.

But, it works as per the D6 version.

I see what you mean about using template_preprocess_region, that might be a nicer approach for D7.

(Also would be nice to have a config screen where you can enable / disable certain regions from being edited)
