Just as a note, this is also an issue in default.settings.php:
#1262064: default.settings.php has formatting issue with numbered list
Changing title so it's more obvious these two issues are the same.

As I suggested there, I think the best fix is to make this a bullet list, which the API module supports and formats correctly, instead of using a numbered list, which isn't supported at this time. Getting changes into the API module is not usually speedy (mostly because no one works on them).
