Aggregator Category Feeds are continuously dropped?

I am using Drupal 6.22/ with the most up-to-date (downloaded yesterday) release versions of Fusion/Mix-and-match and Skinr 6.1.6. I have two news feed category blocks. I add them in the correct location. Save block settings. View homepage and they are fine, however, if I add any new content or edit any of the existing pages, the news feed category blocks are removed and back at the bottom in the blocks (not in the sidebar last as previously saved).

Is there a file that is being overwritten somewhere that I should look for? I have disabled skinr in the meantime and do not have the same effect after the blocks are set into place and then I add/edit pages/menus/etc

Any suggestions?
