I will probably implement this via media queries and then load up respond.js for IE browsers.

The only problem I've found with this is that on the iphone, the bottom bar scrolls when it should stay static. I'm going to get on a call with an iphone/ipad developer later today and see if he knows what needs to be done to get that bar static on those devices. Otherwise it works great on mobile devices.
