HI,
i have installed rules on drupal 7. made the user according to the documentation. but when i save the content as an editor it saves it. but when i logged in as publisher i cant see any unpublish content. only unpublish content which i can see is when i logged in as administrator. can anyone help on that please.

This sounds like a permissions issue. Please provide more information. If you need help understanding what makes a good post, you could sort through the list of fixed support requests, and also helping other support requesters by posting which issues were particularly helpful in #1496312: Compile a list of successful support requests .
