No blog for specific user-role

I'd like to see a little feature implemented which allowes to turn off a blog for a user-role completely. Up to now, if you uncheck the "edit own blog" permission, it isn't possible to create blog entries for that user, but links like "my blog" (in the menu-block) or "view recent blog entries" in the user's profile still remain. That's ugly, it would be more beatifuly if they'd disappear of "edit own blog" is unchecked.
