when remote call is to Windows OS is invoked, the command being sent has path value escaped with backslash like the example below:

winrs -r:remotehost.com "drush.bat --uri=http://remotehost.com/drupal --root=\"C:\\\\inetpub\\\\wwwroot\\\\drupal\" status"

This does not work as quotes should be escaped with carret symbol (^). So the corresponding command should like the following:

winrs -r:remotehost.com "drush.bat --uri=http://remotehost.com/drupal --root=^"C:\\\\inetpub\\\\wwwroot\\\\drupal^" status"

Attached patch escapes single and double quotes with carret character on Windows OS.

I am not sure how this will affect the rest of the escaping calls but it seems to work fine.
