It seems contents are taken off with one "abuse report". It ignores threshold.

I could not simulate pending and other status.

Was the 'direct flag' setting checked off in the user access for the user that flagged the content? If so, then they would be able to flag and the item would be sent directly to the 'hidden' pile. I've tested it out right now and not been able to simulate the behaviour otherwise.

That did it.

I thought additional access will provide an additional option to take it off, which he could also just raise an abuse flag.
