Use custom bitrate if provided. [#1239954]

The settings provides custom bitrates but its not regarded by ffmpeg_wrapper_convert_file and cause ffmpeg errors.

Fix is committed to 6.x-2.x and ported up to 7.x-1.x Ready for testing
