To replicate:

-- Add editors by role
-- Select 'authenticated user'
-- Save
-- See that no users appear in the list.

This should really select all roles (except anonymous.)

Maybe it'd be good to at least treat user 1 differently ? Anyway, that works perfectly, all roles are selected, and all users are displayed, with their according roles.

We might want to put user one at the top of the hierarchy, automatically. Worth opening an issue.
