This is a beta release meant to be a precursor to an official release.

I expect that the official release will have a rather short shelf life as
new and postponed features are already underway in a new branch
and I'd like to refactor the abuse moderation pages and the abuse
reporting category pages.

This release includes a host of bugfixes and a few patches from
the issue queue. Here is a short list:
