Right now, drush copies files over to the destination dir in the same "download" operation.

Decoupling the two operations would allow to patch the code before copying it to the destination directory like mentioned in #745224: Apply patches from git diff and git format-patch precisely in comment 115, and it could also make a lot easier to implement the "subtree" option from #919224: Allow use of subtrees or individual file from archives instead of the whole archive and #1074748: Get subtree with git.

Drush make is being merged into drush core (discussed in issue:#1310130: Put drush make in drush core)
This means that the issue queue is also moving. The drush queue has a component 'Make' especially for drush_make.

More information will be posted on the drush_make and drush project pages.
