When using the Admin menu and Toolbar at the same time the little spanner icon only shows on pages using the administration theme. On other pages it is hidden beneath the D7 Toolbar when set to top left or right.
When setting the Admin menu to bottom left or right the spanner button is visible, but opening the menu makes it appear beneath the Toolbar at the top so the close button is not accessible. Again this is only an issue on the non-admin pages.
