Experience from the field suggests that some use-cases ask for moderation to be OFF by default, but switched on at certain moments for certain nodes, by an authenticated user with the right permission.
Similarly, a trusted editor/moderator may sometimes decide it is appropriate to bypass moderation, although it was originally configured to be ON for the content type in question

In summary, this feature request is for:
a) moderation OFF by default but allowing opt IN for one edit
b) moderation ON by default but allowing opt OUT for one edit

These options should only be available to users with some special permission.

The selection to opt-out/opt-in appears on the content edit form.

The permission required to opt-in or opt-out is "Administer content", which in D7 is not nearly as far-reaching as "administer nodes" in D6.
