i want to switch between two themes on the base if the browser have or not javascript enabled...is it possible?

It is or was possible using the add-on ThemeKey Properties:
system:cookie = has_js=1

But there are some ongoing discussions:
#229825: backport "$_COOKIE['has_js'] must die" patch to 7.x
#844282: Cookie has_js don't use path and domain
