Hi there, I can't find a way to create a submenu like the ones I see on drupal 7

Is this a feature missing or there is an obvious option I have not found myself.

It's not in toolbar 2. Either you need to wait for toolbar 3 or you could try the quickbar module. http://drupal.org/project/quickbar (full disclosure I'm the dev on quickbar).
