Utilize human names

Block description should use

a) human readable name of the view
b) prepend "view: "to each block

[20:24] <merlinofchaos> dereine: So with human names, if the display name is just the default t('Block') there isn't any real reason to put it on. We should only append that if the display is different, meaning it's 1) an additional block or 2) they renamed the display. That'd be even nicer looking.
