NEEDED: drupal expert for once off site structure job

I need somebody who is great with drupal 4.7.3 to code my website for me. (temp location at www.frontierbs.com.au/drupal-4.7.3)

what i need:

In terms of site admin + security:

3 user types: anonymous (not logged in), teacher, student, community, admin

teacher: can post 'articles', 'events' in the events calender, comments, upload photos and files, and post on the forum
student: can only post in the forum
community: can only post in the forum
anonymous: can only look at the site

People can sign up themselves, but can only choose between being a community member, or student. must type what school they are from, if student.

admins can only sign up new teachers - and must select what school they are from from a list of 9 schools in the area during the sign up process

teachers have the option when posting articles to make it 'private' - private being only other logged-on teachers can see it.

In terms of site structure:

'articles' have a teaser on the main page. nothing else has a teaser on the main page (eg: when posting events, forum posts etc..)

there will be 5 primary links, some with secondary links that 'drop down'.

1. Home - home page
2. Articles - just the article post archive
3. Forum
4. Links - with drop down link categories
5. Documents - with drop down categories

Teachers (and admins of course) are the only users that can add content (excluding forums of course)

Forum section has many types of forums including forums based on particular schools, community related etc.. only admins can add extra forums.

There is a 'teachers only' forum that only loggen-in teachers can see.

Only teachers (and admins) can add links. When adding a new link they must select what category their link appears in. Teachers can also remove other links posted by other teachers.

teachers (and admins) can also post documents. again, they must select what category it appears in. Documents include such things as pdf's, word docs etc. teachers can add or remove categories if they wish, as well as other documents that have been uploaded.

when uploading these documents, they must have a description of the file that gets displayed along with the file.

adding content needs to be simple - we are talking about teachers here!
