Restore the empty Fields bucket reminder

In prior Views UI, if you were using a row style that did not support fields, the UI kept the Fields bucket without the links and a message stating that fields are not available for the row style.

This is important because users are not actually aware that some row styles do not utilize fields, and the confusion of this not being there leads to issues being filed.
