Actions dropdown covers views elements

Can you post a screenshot and tell which theme has this problem?

Assigning this to myself.

In order to keep the display name pills from crashing into the display action dropbutton, the pills container needed a right margin greater than the width of the dropbutton.

The dropbutton must be position absolutely so that it doesn't expand its container when it's options are revealed.

I also cleaned up the display of the pills when they wrap to a second line. These changes required overrides in Seven because of Seven's too strict reset styling.

Sorry for reopening this. I just looked at it once more and I find that the vertical spacing between the tab rows should be 2px wider. This is how it looks now:
