After trying to save my user settings here on drupal.org, i just get this error message.

Could it be related to http://drupal.org/node/10733 and perhaps to a not properly updated database?

Yes, it is related to that. The second fix solved the exact issue you dsescribed. It will be fixed for Drupal.org next time they do a cvs update (should be relatively soon or maybe happened already).
