I installed plugin_manager on quite a simple site. It finds no plugins so I can't search for them. I suggest to update existing plugins, but doesn't. I run cron several times, then it pretended to update, but still didn't.
Why is it no loading the plugins/modules?
Why is it not updating?

Also, it is showing an update for drupal core. Which is doesn't update.
