I have disabled publishing for authenticated users but when content is created it is still published.
Authenticated users have the ability to create/modify content. Would those permissions have any bearing on published content?

Check the content type workflow settings - is you content type to be published by default?
If so, any content created by non-publishing users will be published by default, and Publish Content module will not change this behavior.
The permissions for Publish Content only show or hide the "publish" field.
